vectorizer ip op PASeq embedding

Not the world's greatest effect, but the inaugural run of using multiple IpOp embedded Vectorizer action steps in a PASeq. So everything works properly with this now for both Vectorizer presets and PASeq presets.

And boy is it useful.  You could of course do this previously in a round about way by running the IpOp effect into the canvas, and then vectorizing the canvas image.  But if you wanted to composite the effect into something else you had to work with multiple layers or dump it into the style, so many additional action steps and a lot of confusion is now eliminated in pre_V6.
