You can indeed make this kind of effect in Studio Artist v4. Use the vectorizer or an ip op watershed effect, or path start regionization in the paint synthesizer. Whichever technique you use to generate the local regions, you need to record the bezier curves associated with the region outlines in a Morph Context. You can use a PASeq to automatically generate all of those bezier paths, based on a Source Context.
If you just want to work with a single image, then the Geodesic Warper ip op can be configured to auto-generate this kind of effect. So that would be the simplest way to do it.
