It was generated using a temporal image processing effect in Studio Artist. So nothing like either Kai's Power Tools or a Russell Brown tutorial.
You start by running an entire movie file through some kind of PASeq processing effect in Studio Artist. Then you load that processed movie file as the new source, and then run a temporal effect on the processed movie file. I think this one was a slit scan kind of thing running vertical from top to bottom through the various effect processed frames.
It does kind of look like some kind of procedural texture thing in some ways i guess. So that's probably why it is pulling you back to those old reference points.
