I used Studio Artist to create the image. I use Studio Artist for all of the images posted on this art blog.
There are a lot of different ways to do it in Studio Artist. You can use the MSG module (modular synthesized graphics). There are several MSG processors that generate TSP style effects.
It is also built into the paint synthesizer, so you can do similar things directly in there now.
I know we discussed the specifics on the Studio Artist User Forum in the past.
