Grabbed a V4 oil paint preset, and then knocked this out pretty quickly. I executed a pretty generic art strategy, successively reducing the brush size and max path length in a series of auto-paint cycles.
I then slammed through some Gradient Lighting variations using a low Mix setting. I interspace sharpening steps between the different gradient lighting octave passes to pull out better definition. So i'm building a multi-octave gradient lighting effect on the fly by manually manipulating Studio Artist ip op effects.
